How does one choose a location?

You should choose where it is convenient for you and your new husband to be. If the town where you live has many options to choose from in regards to venues, caterers, photographers, florists, etc., look for a venue there. I'm sure that most of your guests drive and can travel (car pool) to the venue without any issues. This will give you more options and you can have what you want/need for your special day.
